if you look at residency explorer, they interview 25 ppl (majority of which are likely away rotators and internals), or roughly 3.7% of applicants, Of those who sent signals they interviewed 30% of those who sent gold signals and 2% of those who sent silver, I would probably not signal if I didn't get an away unless it's your top choice and you want to use a gold
