Their website says they will send out invites by Dec. 15th, so its possible they have not sent out external interviews yet, though I am not sure.

I do know someone personally who is an external, non-rotator from philly who got an invite at the beginning of the month...perhaps they also invited locals as per last years spreadsheet?

External, non-rotator here with no Philly ties. I received an invite from them as well.
