don't think stanford has a large applicant class and also don't think they're precluded from the 17th

small applicant class makes me wonder why they don't just open up January 16 to externals as well. Only 7 internal applicants + 3 rotators?

I don't know where you got those numbers, but you're wrong. Stanford has a fair number of fellowship applicants as well.
